Biography
Colleen García is Of Counsel with Tannenbaum Helpern’s Cybersecurity & Data Privacy practice. Colleen advises clients on legal and regulatory data privacy compliance, drafts and negotiates technology products and services agreements, and privacy policies and terms of use. Colleen is CIPP/US certified by the International Association of Privacy Professionals (IAPP).
Colleen’s practice involves representing clients throughout the cybersecurity lifecycle, from incident preparedness through incident response, including creating and executing data breach response plans, obtaining cybersecurity insurance, and implementing cybersecurity training. Further, she advises clients in connection with their legal and regulatory data privacy compliance and has extensive experience drafting and negotiating SaaS and PaaS agreements, product development and licensing agreements, and other complex commercial contracts. Additionally, Colleen supports the Firm’s M&A team in reviewing critical data privacy provisions in relation to mid-size and large transactions.
Collen’s clients include security firms, data brokers, and compliance, real estate, and insurance firms, among others, and her experience includes the technology, healthcare, transportation, real estate industries, among others.
Colleen has held numerous positions prior to joining Tannenbaum Helpern, including Director for Cybersecurity Policy at the National Security Council (NSC), Attorney Advisor, U.S. Department of Justice (DOJ), and Assistant U.S. Attorney, National Security Unit for the U.S. Attorney’s Office for the Eastern District of Virginia. Colleen was previously a Founding Partner at Fractional GCs PLLC, which provides general counsel services to major and emerging companies, and she is presently an Adjunct Associate Professor of IT, Cybersecurity and the Public Sector at The LBJ School of Public Affairs in Austin, Texas. Colleen also serves as Corporate Secretary and Board Member of Peregrine Holdings Limited Co.
